the rains have moved on. a third of this massive city is under water and texas governor, greg abbot summed it up. here are the headlines in harvey's aftermath that developed since you left work. the death toll now stands at 25. houston has opened a third massive arena to serve as a shelter. they plan to use it to reduce the crowding at the other shelters. and then tomorrow, houston firefighters will go door to door in neighborhoods they haven't been able to reach yet. they haven't been able to reach some neighborhoods. they are still looking for survivors or victims. >> all week, we've been showing you rescues happening in houston. this one stopped us in our tracks. captured on a border patrol officer body cam. >> sorry. >> don't be sorry.

more than 100 shelters now open in houston. the main three, the convention center, the toyota center. that's the city's basketball arena, and the energy center. that's the football stadium. and it is open to house people with nowhere to stay. >> the remnants of harvey are causing horrific conditions east of houston now. flood waters that could prove deadly are rising in areas like bomont and port arthur, texas. and into louisiana. the amount of rain this storm has brought to that region is staggering. chief meteorologist, topper shutt has that part of the story. >> let's talk about texas, because we actually have good news. yes, some light showers around there right now, but the good news is, as harvey pulls northward. the rain will leave them. after some nighttime showers, they will be rain-free tomorrow. let's talk about how much rain fell and try to put this in some kind of perspective. my mind is spinning.

southeast texas. saturday, sunday, monday. the entire chesapeake bay only holds 18 trillion-gallons. essentially, that's like taking the bay and just dumping it over southeast texas. not 100%, but it ends up 83%. the water in the bay fell out of the sky in southeast texas. >> during catastrophic events like hurricane harvey. families aren't just worried about losing their homes to the flood, they also have to worry about losing stuff to looters. maybe you saw this sign on a home in portland, texas. it says you loot, i shoot. so we sent out to verify this headline that we saw online here recently. it says can police confiscate your guns during a state of emergency? so with harvey in the headlines, we're focused on texas for this one. our verify researchers tracked down a bill signed in 2007 by then texas governor, rick perry. it specifically, the bill, stops police from being able to

lawful owners during a natural disaster. like hurricane harvey. we can verify, false, it would be illegal for police officers to confiscate guns from the folks in texas during hurricane harvey. so why would they pass a bill like that? because when hurricane katrina hit new orleans in 2005, police going door to door checking on homes, they did ask some citizens to hand over their firearms. and as you might imagine, those people were not happy about it. so a bill similar to this one passed in texas was introduced in congress back in 2006, it died in a house committee. >> some of those links you see online, they just really want you to click on that. you see something, if it's a headline, you think it might be fake, we'll help you separate fact from fiction. send me an idea, send me a link at adamlongo tv. >> emergency officials here in the nation's capital are keeping a close eye on those rescue and

houston. so, what are their plans for shelter and evacuation in case of an emergency here? delia goncalves found out part of that planning starts with you. >> reporter: what would we do without our phones, right? in this case, it can be a lifesaver. the folks here at emergency management want you to down load alert dc right now. they say it will give you everything you need to know about how to prepare for an emergency and what to do when an emergency happens. there's even a gps locater that will give you the fastest route out of the district. >> first of all, we recommend every family has a plan. and have a kit and be ready to go. >> and those instructions will change based on the emergency. some involve using those avenues identified and labeled evacuation route. >> we have to push people somewhere and it's going to be maryland and virginia. >> for

>> is it safer to push everyone out of the city or do shelter in place? >> dc's emergency management agency identified close to 200 shelters, including schools, the convention center, which holds 42,000 people, and the capital one arena with a capacity of just over 18,000. the challenge, preventing gridlock. >> making sure we have good coordination and good communications with our counterparts. >> here's a great tip. snap a picture of your medications and all your important documents. upload those pictures to the cloud or to a google drive. you'll always have them handy in case of an emergency. in southeast, delia goncalves, wusa 9. contributing some cash to the relief efforts in texas can be as easy as sitting down to a meal in d.c. dozens of restaurants are donating part of your check to the cause. here's johnr

and he had an idea. hold the day where dc's bars and restaurants donate 10 to 100% of their sales to the red cross' relief effort in texas. >> i was just in houston earlier this year doing charity work. i met so many amazing people that are directly affected. some of which have lost everything. >> close to 60 businesses have decided to participate in that effort on saturday. a few told me they just had to help. >> not in a position to help themselves right now. so, we're extending a little helping hand through, you know, raising some money on saturday. we're thinking about you. >> we wanted to reach out and we thought this was a good opportunity. you can see the need as it's happening. and it's overwelming to see what these guys are going through and what the families are being displaced. >> it's rough, because you can't stop a hurricane, you know. you have to help out. if we can raise a grand, that's a grand more to help out with the relief. >> they are not the only ones

the restaurant group told us they plan to donate 20% to harvey relief efforts through monday. world famous d.c. chef is recruiting chefs to help him cook meals for flood victims down in houston. then, there's this hashtag. dc businesses are using it on twitter to get the word out on their own efforts to help texas. >> you don't have to leave home to help texans in need. head to wusa9.com/texascares. you can make a donation directly to the american red cross hurricane harvey disaster relief fund. all the donations are tax deductible and share this information with you later in the broadcast. >> national star pitcher, max is helping out here at home. he is covering the adoption fees for any animals currently at the d.c. humane rescue alliance. so if you've been thinking about adopting, the rescue wants you to think faster. nay are trying to clear some space in the d.c. shelter so they can host those animals rescued from the flood waters in texas.

some breaking news on the aftermath of hurricane harvey into our newsroom. and it is sobering. the death toll has climbed now to 31. this is according to officials in houston and flood waters have knocked over two oil storage tanks in south texas spilling nearly 30,000 gallons of crude oil, adding to that toxic stew of water all around. >> let's

four legged survivors. the spca is taking care of pets separated from owners and getting help for more owners, evacuating houston with their owners. this is happening in dallas, we find mike on assignment helping our texas sister stations with their storm coverage. >> reporter: dave only asks for love, and they found it here in dallas. >> here we have some of our pets. >> reporter: this is inside the spca where 65 dogs are being sheltered right now. >> we are here to provide them with great food, exceptional care. how are you doing? >> reporter: she has been saving animals for 16 years. it's not just dogs here who escape the storm. >> there are just a few, only three, of the 123 cats that we took in last friday. >> these friendly felines save from corpus

we looked at the latest edition to the relief effort. a new shelter opened only steps away from where 5,000 evacuees are soon expected. >> there are two cute little mixes. we can get you. >> these are the first guests. their owners already sheltered here in town. >> this area is now prepared to take in more than 100 animals from the families who are sheltering from tropical storm harvey. to my left over here, we have turf, so the animals can run around, and building supplies, so this area can keep expanding. the goal here is to make sure that these animals don't go far from families. there's one story moore remembers, a story she hopes will never be repeated. >> he was not able to take the dog. the dog could not be taken via helicopter. he said buddy, i sure hope i see you again. >> for now, as their owners sort out their next steps,

taking action because they say metro is not. >> it's a disgusting act. >> campbell is angry on behalf of her friend, the bus operator in this video. police say it was last saturday, when the driver told this woman to have a nice day. the suspect, opal brown, can be seen throwing a cup of urine on the driver. >> disgusted as the behavior, someone urinating on a fellow employee. the coworker hasn't been in the door 90 days. >> campbell drives the x2 route. driver assaults on these buses has been a problem for metro. video monitors and barriers have been installed to protect drivers. >> barry wilson says all that is left is adding metro transit police on buses. >> we understand they might be under staffed right now. but this has been going on for years. we have been having assault. >> the union wants to take

>> reporter: and we did. we had tracked the owner's name to this address, this man started yelling at us before he opened the door. at the beltville store. >> i can't imagine why someone would do that to these people. they are so nice. and everybody seems very friendly and like they know each other. >> reporter: she had heard about what happened, but didn't realize it was here. >> at first when i saw the mess, i thought, are they doing work? you know, did the ceiling fall in or that kind of thing. what happened? >> reporter: a molitof cocktail, a suspect came in and threw at the employee. charging documents say it exploded on a victim causing his clothes to immediately burst into flames, a second employee close by and other items in the store caught fire. the sign outside of the store says 24 hour video surveillance. i can tell you the fire department says everything was caught on camera, but they are not releasing that video because of the investigation. a prince georges

spokesperson said they are looking into a disagreement, had some time before as a possible motive. the 23-year-old named kevin edwards now faces charges that include attempted murder and arson. >> i hope they come through okay. >> in beltsville, stephanie ramirez, wusa 9. new concerns tonight for 800,000 young men and women nationwide. they call themselves dreamers, and they're named after the dream act president obama signed that into law. it protects people from deportation if they were brought to the u.s. illegally when they were children. in addition to legal status, it gives those young people in state tuition in 20 states, including maryland and virginia. senator tim kaine is fighting to protect that. >> i'm doing anything i can to try to persuade the white house that backtracking would be a big mistake. that's why i wanted to come today. >> are you hearing their voices? >> we are hearing all

it will be dry at the bus stop with a mix of sun and clouds. i mean, a lot of clouds will be around, but you'll need sunglasses. very nice, warmer on thursday. near 85. average high is 185. we're going to end the month on an average note. harvey will bring us showers late friday into saturday. good enough for yellow weather alert. again, in terms of risk and impacts, well, strong storms low for the risk. rain and showers, we have a high risk for that. no doubt. and gusty winds, a low risk. you see where i'm going here. it's not going to be anything catastrophic. maybe a slow commute friday evening. street flooding, but outdoor plan, okay high. lots of stuff going on. this is is the unofficial end of summer. we have folks going to the beach. cookouts, barbecues, family reunions. that's going to be affected late friday night into saturday. may want to bump your family

early in the morning, temperatures 63. gaithersburg 68 downtown. some breaks in the clouds. by 1:00, 81 downtown. 81 in frederic. a lot of clouds. still a good day. you get stuff done. a couple showers by 6:00 p.m. primarily north of town. and this has been pretty enphatic. by 6:00, we're at 83. 82 in fredericksburg. and tomorrow night, a little better chance of a passing shower. the cold front will roll through tomorrow night. that's good news and bad news. it will clear us out a little bit, briefly, and really get us on the cool side by the time we get into friday. it will be a cool start to september. so partly to mostly cloudy and cool tonight. a shower possible. low temperatures in the 60s. winds southwest becoming westerly at 10 by dawn. so, upper 60s to start. 72 at 9:00. 78 at 11:00. and 81 at 1:00. and yes, a fair amount of clouds, but al
